do they literally mean to wrap a blanket around?

when they say "wrap a blanket aroudn your tomato plants, a frost is coming tonight"

Yes they do. Silly though it seems, the blanket takes the "frost" instead of the plants and the pants live. If you don't the frost gets on the plants and kills them because it's too cold...and something about the blanket is also supposed to keep them warmer I think.

I don't know. I just do. :) I think a sheet works, and newspapers work as well...but if your plants die don't blame me. ;)
